The decision wheel of Cornwall

Since September 2019, the Cornwall Council has been using a decision wheel inspired by the doughnut economy model to evaluate its decisions.

This tool clearly illustrates the positive and negative impacts of proposals, highlighting areas that require in-depth debate, mitigation measures, or possible cancellation. To enhance its effectiveness, the council has invested in an interactive digital platform and a training program, facilitating the use of the wheel by policymakers and project managers throughout the decision-making process.

This approach has enabled the integration of environmental, social, and economic considerations into decisions, promoting systemic thinking.
